PPWR Recyclability and Design for Recycling for Paper Packaging

PPWR recyclability is already a legal requirement, but the harmonised Design for Recycling assessment and A/B/C performance grades are not yet a scoring tool that packaging suppliers can freely apply. Paper-packaging buyers should separate what Article 6 requires now from what will apply after the European Commission adopts the delegated and implementing measures that complete the future system.

This guide explains the current Article 6 position, the later Design for Recycling and recycled-at-scale layers, and the structure evidence that buyers and suppliers can prepare for folding cartons, corrugated boxes, rigid setup boxes and paper bags. It is an execution-preparation guide, not an EU approval, recyclability certificate or legal opinion for a particular packaging unit.

Quick Answer: Prepare the Package Without Inventing a Grade

  1. Apply the current overarching requirement that packaging placed on the market must be recyclable.
  2. Record the whole packaging construction, not only the main paper or board substrate.
  3. Keep current evidence separate from the future harmonised Design for Recycling scoring layer.
  4. Do not self-assign Grade A, B or C before the controlling criteria and assessment method are verified and applicable.
  5. Track recycled-at-scale as a separate infrastructure and market-scale condition, not as a synonym for Design for Recycling.
  6. Build material, component, supplier, sample and change-control records that can be reassessed when the final measures apply.

What Applies Now Under PPWR Article 6?

Article 6(1) of Regulation (EU) 2025/40 says that all packaging placed on the market shall be recyclable. Commission Guidance C/2026/3084 interprets this overarching requirement as applying from 12 August 2026. It also explains an important transition: the harmonised Design for Recycling criteria under Article 6(2)(a) are not yet in their application phase.

During this transition, the Commission guidance points manufacturers to the recyclability requirements that applied under the Packaging and Packaging Waste Directive and to related harmonised standards, including EN 13430:2004. The guidance is an interpretation aid; it does not replace the regulation, create a new certificate or turn a generic recyclable claim into proof for the actual package.

The guidance further explains that manufacturers do not need to carry out the Article 38 and Annex VII conformity-assessment steps specifically for the later recyclability performance-grade requirement before the Article 6(4) delegated act enters into force. That does not remove the need to understand the package now. A manufacturer still benefits from a controlled construction record, supported claim basis and production-change process.

A paper box can look simple while still containing a coating, lamination, plastic window, foil, adhesive, label or insert that changes how the complete unit behaves in collection, sorting and recycling. Conversely, a complex appearance does not prove failure. The assessment must follow the applicable criteria, evidence and packaging category.

The later-of formulas matter. If a delegated or implementing act enters into force later than the regulation originally anticipated, the transition period moves the application date. A buyer roadmap should therefore record the fixed date, the act entry-into-force date and the calculated later date instead of writing one unqualified deadline.

Article 6(4) Delegated Act Status on 19 August 2026

No adopted or published final Article 6(4) Design for Recycling delegated act was found in the official EUR-Lex, European Commission or Better Regulation sources checked for this package. The controlled status is NOT_FOUND_IN_OFFICIAL_REGISTER. The European Commission Joint Research Centre describes technical work on the Design for Recycling framework as ongoing and as a basis for future delegated and implementing acts.

The same official-register status applies to the Article 6(5) recycled-at-scale implementing act: NOT_FOUND_IN_OFFICIAL_REGISTER. No final method was used in this article to calculate a recycled-at-scale result. Standardisation work and industry protocols can support preparation, but they are not presented here as the adopted PPWR scoring act.

A draft, consultation document, JRC technical proposal or industry guideline must not be described as the final rule. Before publication or later implementation, recheck the official register and record whether the status is ADOPTED, PUBLISHED, DRAFT, CONSULTATION or NOT_FOUND_IN_OFFICIAL_REGISTER.

What Design for Recycling Means

Article 6 uses Design for Recycling to connect packaging design to the quality of the secondary raw material produced by recycling. The aim is not merely that a component can theoretically be separated in a laboratory. The package should be designed so that the resulting material can substitute primary material, considering collection, sorting and recycling processes relevant to its category.

Annex II Table 4 lists parameters the future criteria may address. These include separability, efficiency of sorting and recycling processes, evolution of recycling technology, preservation of material quality, additives, labels and sleeves, closures, adhesives, inks and printing, coatings and barriers, composition, residues, ease of emptying and ease of dismantling. The list identifies review dimensions; it does not provide paper-specific pass/fail thresholds that a converter may invent today.

Article 6(9) also matters for practical construction. Integrated and separate components are included in the assessment, and they must be compatible with collection, sorting and recycling without hindering the recyclability of the main body. A component is not automatically irrelevant because it weighs less than the board or can be removed by a user.

Future A/B/C Recyclability Performance Grades

Annex II Table 3 defines the future performance bands by recyclable weight: Grade A is 95% or more, Grade B is 80% or more, and Grade C is 70% or more. A unit below 70% is technically non-recyclable under that table. From 2038, Article 6(3) removes Grade C from the bands allowed to be placed on the market, so the future threshold tightens to Grades A and B.

Those percentages are not a permission to take a bill of materials, subtract every non-paper component and publish a grade. The Article 6(4) delegated act must establish Design for Recycling criteria and performance-grade rules by packaging category. The assessment must use the controlling method, component treatment, data and evidence that apply at the relevant time.

Do Not Self-Assign a Grade Today

HS PACKFACTORY does not claim that its folding cartons, corrugated boxes, rigid boxes or paper bags are automatically Grade A, B or C. The correct current language is preparation for the future assessment, supported by a documented packaging construction and verified against the adopted criteria when they apply.

Paper and Cardboard Categories Under Annex II

Annex II Table 1 separates packaging categories for future assessment. Category 2 covers paper and cardboard packaging, including boxes, trays, grouped packaging and flexible paper. Category 3 covers composite packaging where paper or cardboard is the majority material, including structures with lamination, metallisation or plastic windows that place them in the composite route.

Category selection should follow the complete construction, not a marketing name. A paperboard folding carton without a composite structure may follow the paper/cardboard category. A majority-paper pack with bonded plastic or metal layers may need the composite category. The final delegated act may further define the assessment and subcategories, so the construction record should be detailed enough to support the correct classification later.

Material selection and PPWR grading are related but different decisions: the first defines the project, while the future legal assessment evaluates the finished packaging under the applicable criteria.

These are evidence questions, not current EU thresholds. A supplier can identify the component and provide available technical information, but the final legal result belongs to the applicable assessment and responsible economic operator.

How Common Paper-Packaging Structures Differ

Folding Cartons

Folding cartons often make component mapping straightforward because the main structure is a die-cut paperboard blank. Buyers should still record lamination, varnish, barrier coating, window patching, foil, adhesive and any separate insert. The custom folding cartons page shows typical formats and production inputs. A fibre-based structure can be a good candidate for simplification, but it is not automatically PPWR compliant or Grade A.

Corrugated Boxes

Corrugated boxes may use kraft or recycled liners, fluting, flexographic print, litho-laminated surfaces, tapes, labels, handles, dividers and protective inserts. These structures are suitable for component reduction and fibre-recycling compatibility review, but the future grade still requires the controlling method.

Rigid Setup Boxes

Rigid setup boxes often combine greyboard, printed wrapping paper, lamination, magnets, ribbon and plastic or foam inserts. These mixed-material structures can require closer component and separability review. That does not mean rigid boxes will fail PPWR. Buyers can compare lift-off-lid, drawer, hinged and collapsible structures on the custom rigid boxes page and then document the selected construction.

Paper Bags

Paper bags can include kraft or coated paper, printed surfaces, reinforcement cards, twisted or ribbon handles, adhesives and eyelets. The handle and reinforcement route should be part of the component map. Recycled at Scale Is a Separate Test

Designed for material recycling focuses on the packaging design. Recycled at scale asks whether waste from the relevant packaging category is actually collected separately, sorted into specific waste streams and recycled through installed infrastructure at the scale defined by the future method. A technically promising design can still face an infrastructure gap, while a mature material stream does not excuse a packaging feature that disrupts sorting or recycling.

Article 6(5) requires implementing acts establishing the calculation and verification method. Article 6(2)(b) then applies from 1 January 2035 or five years after those implementing acts enter into force, whichever is later. As of the review date, no final Article 6(5) implementing act was found in the official register. This package therefore records the method as pending and does not certify any HS PACKFACTORY format as recycled at scale.

Buyers can prepare by recording the expected waste stream, destination markets, packaging category and component treatment. Infrastructure data and final thresholds must come from the applicable adopted method, not from a supplier's general statement that paper is widely recycled.

What Buyers Should Request From Suppliers Now

  1. Packaging identity: SKU, dieline, finished dimensions, packaging function, destination market and production revision.
  2. Complete component map: board, coatings, laminations, windows, foils, inks, varnishes, adhesives, tapes, labels, inserts, handles, magnets and closures.
  3. Material specifications: supplier, commercial grade, basis weight or thickness, fibre or polymer route and component weight where available.
  4. Assembly and separability: which components are integrated, separate or intended to be removed, and how they are attached.
  5. Available evidence: technical data, declarations, recognised test results, mill or material records and limitations linked to the exact component.
  6. Sample control: approved packed-product sample, print and finish revision, bill of materials and production-acceptance criteria.
  7. Change notification: supplier commitment to review material, formulation, attachment, weight or sub-supplier changes before reusing evidence.

A request for a generic “recyclability certificate” skips the questions that matter. The evidence should be narrow enough to identify the actual packaging and clear enough to be reassessed when the final Design for Recycling criteria apply.

What Packaging Suppliers Can Prepare
